Transportation is the biggest contributor to GHG emissions and has gotten a lot of focus in the recent climate and infrastructure bills. Up until now, the public sector agencies that have emphasized measuring and reducing GHG emissions have been the exception not the rule. But with some of new grants and performance measures, GHG measurement and setting transportation emissions reductions targets will be required.
