California’s SB-743 regulation was designed to favor infill over sprawl by encouraging construction in areas with low VMT. New construction projects must be analyzed for their impact on VMT -- difficult to do quickly and cost-effectively.

The city of Citrus Heights, California asked Fehr & Peers to create a framework for instantly assessing the VMT impact for any proposed construction project.
